Sleeper retaining wall

Hi all

My driveway is approx 1m above pavement level and the old rockery/slabs over the years have fallen away and thinking of replacing this is a timber sleeper wall. Eventually soil will just end up if the pavement. Total length will be approx 18m

What would be the best way to do this? Lay the sleeper flat and rebar into the concrete bed/ soil or put in soldiers and screw them to these? Alternatively am I better with a block/facing brick wall

Trying to keep costs down some what as I have over 200sqm of drive to sort at some point as well but trying to do everything slowly
