Yes but is that damage acceptable? You can see the steel wires inside it
You can use Wrap around heat shrink to repair that.

It takes a long time for SWA to rust through so if the damage is repaired with a water tight repair, like self amalgamating tape then as long as tested at the prescribed intervals, there is not really a problem.
