Slow start Integrated Canopy Cooker Hood query

Hi, new to this forum so apologies if posted in wrong place.

I have had a brand new Electrolux EFi60013s integrated canopy cooker hood fitted into my new kitchen. When I pull open the door to activate, it hums for about 20 seconds before the fans/motors kick in. If I then close the door and open it again, the fans/motor kick in straight away. I do not know how long I need to leave it shut before I get the 20 second delay again - I don't have the time to keep opening and shutting the hood all day. I have never come across this before - Electrolux Technical Dept have told me (via their Customer Services) that this is right and they are investigating it. Customer Services admitted that they are baffled that it does that though. I queried why they would be investigating it if it is supposed to be a feature?

The manual doesn't say anything about what Electrolux Technical Dept are calling a 'soft start'.
Has anyone ever come across anything like this before please? It is a recirculating rather than vented system.

Also, when it is working, the steam from the saucepans starts by being sucked upwards but then very quickly the steam is being forced horizontally to the left! There is definitely suction there, sheets of paper stick to the grills.

I have had two engineers out and both of them have admitted that they didnt know what was wrong, and one of them changed the switches thinking it was faulty switches.
