Small 'gravestone' looking marker post....

Hi all, after clearing a bit more of the bushy weedy stuff from the front of the house, there's a small 'gravestone' looking thing....I seem recall a decade ago it having a yellow piece of metal with a black H and some numbers on it (this appears to have fell off and probably been chucked by the local kids)....I suspect it's some sort of marker post for utilities of some sorts, there's a water inspection cover quite close to it also.

Has anyone any thoughts on what this might be (marker for water mains/sewerage or Gas/Electric maybe?), and can the post itself me removed (either with a big hammer lol, or by requesting it's removal?

It's fairly close to the boundary between our land and the pavement and where I'd like a fence to go. Hence I'd like shot of it if it's doable....no worries if it's not.

Yeah that's the sort of thing, although the one we have looks more like a stubby version of this:-

The yellow bit on the front has long gone, probably ripped off by kids (can't see it anywhere).

Wonder what to do with this, as a marker it's useless as there's no information on it, I wonder if it would be worthwhile contacting somebody in the council/fire brigade, asking permission to remove it, and letting them put a new yellow H sign on the fence?
 
It's probably best to contact one of them. In this day and age, if you were to remove it (especially if it's not on your land) and there was a fire nearby and the fire service couldn't find the hydrant you would probably end up facing a lawsuit.
I know that you say the actual plate is missing, but the post itself is an indicator that a hydrant is nearby. It could also be that the hydrant is now redundant and the plate was removed by officials, but it's best to clarify in my opinion.
 
Yeah it is on our land (just), right where I'm wanting to put a new fence (previously the bottom of the garden/drive was open fronted), but I will try and clarify, is it likely to be Council or Fire Brigade who deal with this do you think?
