Smart meter fitting - Problems

He was not being a numpty, he was following the code of practise that states you are not allowed to open that type of service head or any other type of service head with an un-hinged lid

The pic posted by aptsys, and I think also the one posted by the OP, seems to show a pretty modern meter. Who will have fitted that, if 'meter fitters' are not allowed to open that sort of service head - the DNO themselves?

The reason, aparently is from the services box to the meter there are two red lines and one black line and from the side of the meter to the CU 1 Brown (live) and 1 Blue (neutral).

As the op, states, he was fitting a Smart Meter, which requires about 6-8" of tails sticking out of the service head and also requires line in, neutral in, Neutral out and line out, so he would of had to do some work inside the head. If you do not have the full set of cables, the meter will show up an error code which will prohibit the meter from carring out its commisioning process and thus will not allow it to be connected to the network for automated reading.

We have a situation in my area where Scotish & Southern Metering have issued a directive to all MOP's that a certain cutout must not be opened, you get one of these and contact them for a cutout change and then Scotish & Southern networks/distribution come out and say there is nothing wrong with it and refuse to change it as it will come out of there budget.

In other areas, metering personnel are quite often ex DNO line men and have experience of the cutouts and will change the meter.

Inderpendant meter operators generally pay the meter man by the meter and a lot of them disregard the rules so they can get the meter on the wall and keep there mouths shut about the cutout.

The problem is with the service head and that is is mad from steel, and we need to get the council to contact the NDO for East Yorkshire (YEDL in this case) and have them replace the steel service head.

According to BGas the steel type is now "not to code" and it HAS to be removed and replaced.

If thats the case then the whole of our esatate, will have to be done and probably more.

Ah that lot, they seem to think that they can dictate policy to the DNOs, Their staff are not trained or authorised to deal with metal clad cutouts so walk away on every occasion.
They seem to struggle to realise that there are a large number of the metal types that are perfectly safe to work on if trained properly. Though they may be changed at some point.

The problem that is faced is that in most cases whilst equipment may not meet modern specs, there is no requirement to change it.

Honestly we have more trouble with Bgas staff than any other
 
It is simples.

If BGas decide that they cannot fit smart meters, then one of two things will happen

1) They will suffer because they will not be able to take advantage of the features that smart meters offer.

2) If their customers want smart meters, and they will not provide them, then their customers will walk.

Either way I don't see why the DNOs are obliged to replace cutouts just because a meter operator doesn't like them.

True, as long as the proper safety precautions are taken during the job, as the engineer did today. There shouldn't be problems.

We refered it to our council and they are sending someone to get clarification, seeing that B Gas raised this point on the job sheet.

So we'll see what happens regarding this, and i'll post the verdict when we know, you never know it might help somebody.

Yep looks like your image, brain fail on my diagram for the feed to cu, on my part sorry bout that, image below: (colored dot to indicate cable colour, as its no too clear)


House built in the 1949/50's Hull council, current meter is 3rd and wiring follows change of meters 1=15amp round pin, 2nd 13amp and Blk/Red, current meter 13 amp and Br/Bl wiring.

I've seen this many times before. Probably a variant of this:

Where the connection to the output of the meter is made with a henly or some other kind of connector in the service head or in one of those plastic blocks that are sometimes fitted between the head and the meter.

The neutral is taken direct from the head since there is just a solid link in the meter between the two neutral terminals.

The meter guy must have been a numpty...
 
Thanks for the reply, it's funny timing really for your reply, as last week we got a letter from the main operator for our area, we have been scheduled for the replacement of the service head, within the next month.

Just hope it goes smoothly!
