He was not being a numpty, he was following the code of practise that states you are not allowed to open that type of service head or any other type of service head with an un-hinged lid
The pic posted by aptsys, and I think also the one posted by the OP, seems to show a pretty modern meter. The reason, aparently is from the services box to the meter there are two red lines and one black line and from the side of the meter to the CU 1 Brown (live) and 1 Blue (neutral).

According to BGas the steel type is now "not to code" and it HAS to be removed and replaced.
It is simples.
Either way I don't see why the DNOs are obliged to replace cutouts just because a meter operator doesn't like them.

Yep looks like your image, brain fail on my diagram for the feed to cu, on my part sorry bout that, image below: (colored dot to indicate cable colour, as its no too clear)
House built in the 1949/50's Hull council, current meter is 3rd and wiring follows change of meters 1=15amp round pin, 2nd 13amp and Blk/Red, current meter 13 amp and Br/Bl wiring.

I've seen this many times before. Probably a variant of this:

Where the connection to the output of the meter is made with a henly or some other kind of connector in the service head or in one of those plastic blocks that are sometimes fitted between the head and the meter.
The neutral is taken direct from the head since there is just a solid link in the meter between the two neutral terminals.
