Smell from bathroom extractor fan - advice needed

Hi, I have a problem and I was hoping for advice on what I should do.

I live in a flat which was built about 2 1/2 years ago, a high rise block. My bathroom doesnt have any windows, but does have an extractor fan. For the last few months whenever the extractor fan is on, a smell builds up. It smells of fish, and seems to have got stronger. The filters from what I can see are fairly clear.

Is this likely to be an issue with the fan, or the vent? I did find a posting on here with a similar problem, but the postings seemed to suggest it was a problem with old plastics melting.

I want to know whether to point into the direction of the vent, or the extractor fan in investigating.

The smell of fish could be over heating cable,
Call in a spark and he should be able to trace the fault,
