Hello...ive been asked to install a number of smoke and heat alarms in a 3 storey property which is of a multiple occupancy. Can these be powered off of the existing lighting circuit???

no, and you need to certify the install(and I dont mean the mains) - can you?
 
You will need to comply with the local authorities requirements for fire alarms in houses of multiple occupancy.
