I guessed you'd be a leaseholder rather than tenant due to fitting a new carpet, not the sort of thing tenants normally do.

You won't have a leg to stand on asking him to stop smoking. It's his home, he can do what he likes.

Seal it up or sell up.

He's a tricky one... I've been making progress befriending him, and I will ask in due course, but I want to do what I can while I've got the carpet up in case he's not willing to change his habits
 
What do you think he should do? He's a smoker, he has every right to make his own home stink and kill himself if he wants to. The building is not fit for purpose. As highlighted above, this also means it's substandard as far as smoke and fire go.

Ebay's often a good place to buy 12-pack boxes of sealant, often for less than you'll pay elsewhere. It's often slightly out of date but that doesn't matter at all just as long as it's liquid. I paid under £2 a tube last time, delivered.
