Smoothing walls

Hi, just looking for some advice as have just started out :)

The walls in the bedroom are painted very badly (in my opinion), see picture; slightly textured and not smooth.

I would like the final result to be a smooth finish using matt or semi-satin emulsion.

Also, I had a plasterer in to patch the bits where I had removed the horrible old picture rail on the same walls and skim the entire chimney breast.

1. How do I prepare the painted sections of the walls? Shall I sand with say P80 to get rid of the texture and the finish off with P160/P180 before painting?
2. Do I need to do anything special to the patched picture rail areas before painting?
3. In what order would I paint to get a good finish on the chimney breast?

How would I prepare and paint the walls to get a consistent and smooth finish? Thanks in advance.
