Whaddya mean, Eh?
In simple terms:
1.Gov.uk will automatically pay it to everyone over a certain age, regardless of their financial status.
2.If they are not eligible, either they must pay it back or Gov.uk will have to claim it back.
3.That is work for people on both sides.
4.To save that administrative work, those that are not eligible can choose to opt out of receiving it in the first place to save on the hassle of paying it back.

6.It’s nothing to do with being altruistic. He's given nothing away. He's just saved himself some paperwork at the end of the financial year.
