More a landscaping question really..

Our garden has a sloppy bank where all the trees and bushes and wot not grow out of, the problem is when we have heavy rain the soil gets washed down revealing tree roots.

I want to put a step in using softwood sleepers, my ingenious idea is to drill a 20mm hole either end of the first row of sleepers and drive a long piece of rebar into the ground to hold it in place before timber locking the rest on top.

Can you see any pit falls in my master plan of using rebar as a retainer??
