I don't think you can do what you wish unless you have another vent pipe installed on your system to let gases out.
Best to phone Building Control for a definitive answer. :D

Thanks everyone for your help.
If I was to fit this valve, could I fit a smaller vent pipe? 40mm for example, this would greatly reduce the impact of a large soil pipe in a small room. This all may seem excessive, but I have to gut the old room anyway as I am moving the cistern and replacing a broken pan. I would rather go to extra trouble now and save as much space as possible.

You may be able to reduce the dry end to 75 mm but speak to B C.
Do not go against regs as they are there for sanitary reasons. :)
 
I have spoken with BC and they confirm the dry end can be reduced to 75mm. They also say I can use an air admittance valve as I am in a middle terrace house. Hence I will be removing the dry section and installing a valve.
