Soil Pipe Continually Blocking

Please some help!

I've live in a first floor flat & I recently had a plumber in to do my bathroom. My toilet was moved less than a foot and now my soil pipe is continually blocking up.

I've had the plumber out 6 times in the past 2 months but it keeps occurring. As you can imagine it's caused a major problem with the person living in the flat downstairs when I flush & it overflows into his ceiling.
His toilet is working fine, but my blockage always remains.

How could it always be doing that? And what can I do to permanently fix the problem?
 
Get a proper plumber.
Your bog should NEVER overflow. Sounds like the cistern volume is bigger than the pan volume which is wrong, against regs too. For now reduce the cistern vol with the adjuster on the valve.

Pan needs to come out to see what's going on - has he taken it out?
