If we look at the Willis system
there is no reason why this could not be arranged inside the tank, with pipes arranged so they cause the water to circulate, maybe not heat from the top down as with the Willis, but it could mix up the water in the cylinder more than it does. However, the hot coils tend to stop circulation, and in some systems there are baffles to try to stop mixing even more, typical with boilers for coffee or tea.
However, I had expected the 27" to use nearly the same amount of power as the 9" once the water in the tank had been heated to start with, but it went from 5 kWh to 15 kWh, I expected a small change, but not that much.
