Somes Rads not hot

I have a Baisi combi (110,000btu), all of the rads upstairs are getting hot, 4 of the 7 downstairs are getting hot, but I have 3 that seem to on a seperate branch that don't warm up.

I have shut all of the other rads and these 3 warm up, as I open the others, these cool down. These 3 rads have their own drain cock, which I have let run to try to run out any air, but nothing seems to work.

The boiler is running 4 rads, not of a massive size, could it be the boiler is not man enough?

Somebody please help.
