Sorting out cracks between wall and ceiling

Decorating my house that I'm moving into and a couple of rooms have a few cracks where the wall meets the ceiling. House was built in 2000ish and the walls are dot and dab.

There's a couple of sharp bits sticking out which is the tape that was put on to cover the join before plastering.

Is it best just to cut the tape bit off that sticks out, rub down, fill with decorators chaulk and then sand?

Your second picture, looks as though no joint tape was used at all!
As far as repair, it really depends how far you want to go with it.
Filling with decorators caulk will be quick fix, but expansion and contraction of differing materials will eventually bring you back to the current state. I prefer to joint tape and fill out with easifill, it will give you a much better repair, although time and cost will increase but the repair time will also!
