I am going to replace a ceiling rose with spot lights in one of my bedrooms and a hall.

Firstly, do I have to notify this work and have it certified?

What do people recommend, spotlights that require transformer or downlights that run directly off the mains, I assume that the latter are much easier to wire in to the existing ceiling rose.
