Spray foam / potential damage advice on house under offer

Just had a Level 3 survey done on a property and remnants of spray foam are present in the loft space and on rafters (see pics). Surveyor has said that on lifting the insulation there was dampness present. There doesn't also appear to be adequeate ventilation in the loft space after some soffit work. Now I could ask for either money off for the removal of the spray foam fully, or ask for it to be removed before purchase but I believe I could well be faced with rotten rafters for example. Surveyor has said that I would probably be looking at a complete new roof in around 5 years anyway given the state. Should I be pushing for a big reduction on the purchase price to cover the cost of a complete new roof or walk away?!

The roof also seems to have quite long rafters with no purlins to support them.
There are also remnants of underfelt hanging down so it looks like this was ripped off when the foam insulation was applied.
Not a good roof at all - walk away if you can!
 
You have type 1 tar felt which is not breathable..the laps are all sealed together with foam. I dont see any rot present on the rafters in your pics.
You need more ventilation and the insulation topped up.
It's untidy looking but wouldn't walk away if you really want it and the price reflects on a new roof in the near future.
