Stair railing replacement

My DH and I are complete newbies when it comes to DIY but need/want to renovate our staircase. I am doing some research about what we want to change and how. However, I am having a bit of a dilemma when it comes to the upper floor rail. The board on top of the facia and on which the upper floor balusters are fitted is bent and we are thinking about replacing it. I am guessing it's a floor board of some kind but I am not sure. Could we use some sort of floor board or is this a special board specifically used for staircases and for fitting of the balusters? We are going to replace the newal posts, balusters and the hand rail as we want to modernise them but we are not replacing strings, the facia or the actual stairs.

*i am not sure if this is understandable, so let me know if you need a clarification, otherwise any advice would be appreciated :)
