There's no set end date for the restructuring stuff, and nothing to stop them delaying again next year. It's all just dog-ate-my-homework stuff.
But if these areas have the elections, and then restructure, they will need to immeditetely have new elections, or there'll be no democratically elected reps. What would be the point of that?

Why not delay the restructure completely until after the general election.
 
If they’d have had the elections when they were due they would have served almost a whole term by the time the delayed restructure is complete.

Probably because it'll never get done if it was delayed for elections. And it's a local government restructure, not central government.
