Sticky Tar problem

Hi Everyone

I have a problem i need help with --
Our garden is landscaped into three sections and separated with old railway sleepers laid on top of each other --
We brought the house with the garden this way -
It looks brilliant but on top of a few of the sleepers there is a sticky wet tar and when the sun shines it gets very sticky and sticks to the bottom of your shoes if you walk on it !!
Does anyone know of any kind of clear spray or clear type of paint that will seal the tar in whilst not affecting the colour of the sleepers ??

I would be really grateful for any suggestions --

They will ooze tar for next 50 years. The error of using second hand sleepers.
