stop tap to smaller tank in loft turned off - dangerous?

Hi,

The stop tap to the smaller tank in my loft is turned off, because when turned on it leaks quite badly.
So if I push down on the ball cock, no water flows, however, the water level doesn't seem to be going down.
Is this dangerous, and is there anything I should or shouldn't do while it's turned off?
Can I buy a replacement stop tap myself, and is it something the average person can fit?

Sorry for all the questions, and thanks in advance for any help.

Not dangerous although the potential is for the system to run dry over time.

The stop tap you refer to can easily be changed, just remember to turn off the mains first and open a tap downstairs.
 
no....call a plumber out and pay £45. he might have hungry children

if the stop tap leaks only when on, is it coming from the nut where the handle spindle goes into the valve, if so this should be quite easy to tighten up to fix,
