Stop tap

Hello
I have just moved into an apartment. I needed to turn off the water so I looked under the sink. there are two pipes which have a small handle that I can turn 90 degrees. However, this did not turn off the water even though I let it run for a couple of minutes. If I am turning the correct handles how long should it take for the water to stop?

valves you are turning are either isolation valves to sink or washing machine, valve you should be looking for is brass in colour and may have blue plastic pipe one side and copper the otherdepending on age of building ,once correct valve is located and fully turned off cold water at kitchen sink will stop running immediateley so will hot if you have combi boiler,if it is old stop cock and stiff do not force it off as this could cause further probs , look in all kitchen units , behind appliances,under units behind plinths and in bathroom

The only brass tap I have found is situated in the airing cupboard. It is connected on either side by gray pipes, one of which leads into a Powermax boiler 155x and the other leads out via the ceiling.The grey pipes are part of a network of pipes surrounding the boiler. Will this be the stop tap or is it just for the boiler? By the way, what is a combi boiler?

a combi boiler is a boiler that apart form a few other things has no tanks in the loft.

when water as its required, i.e you turn on hot tap, boiler comes on and heats the water, turn off tap, boiler stops (in basic terms)

it will probably be the tap that comes out of the ceiling, as the last post suggested just try it youll soon find out if its the right valve

Have you looked in the downstairs toilet (if you have one) when you close it it should only take a minute or two for it to stop.

im guessing that there is no downstairs toilet in an appartment

I'm guessing when you say the pipes are grey that this is a new apartment, for some reason builders have started painting new pipework silver or grey.
If this is the case then you will have a water meter, as it's not under the sink it may be outside on the pavement or just inside the building in a communal area somewere, find that & you can turn it off from there.

The apartment is only 4 years old. I have tried to turn off the brass tap in the airing cupboard but unfortunately it will not move. I have sprayed WD 40 on to it but with no success. I am nervous about using force in case I damage it. By the way there is no downstairs toilet as we are just on one floor.

If the apartment is only 4 years old you will have a water meter, as said before find that & you can turn it off from there.
