When I turn my cold water tap off, it stiffens up as it should but if you keep turning the tap to try and stop the water completely, the tap slips and the water comes on again?? Any clues as to the problem?? The tap is a single feeder type, with cold and hot handles on either side.

The bathroom sink tap (a single, cold tap) is running continuously, having been really stiff for a couple of weeks. It now turns really easily, but just when it's getting near closing, it seems to be completely open again, like it's gone round again . Is this a washer problem, or something more radical? What do I need to do?
