Stop weeds before I turf?

About to level and turf my garden.
I removed the top layer of grass and rotovated the area so its not compacted.
Within a week I have noticed some grass and weeds starting to grow already.

What can I do before I level the 2 tons of top soil so I get a weed and old grass free new lawn?

Most weedkillers (I think) work on being sprayed onto leaves and the problem you have is all the seeds in the soil so it seems they will invariably grow. You can kill any current weeds just before seeding I guess - but if you're turfing rather than seeding I'd hope this shouldn't be such a problem.

You can sieve your soil til blue in the face, rake it, lay turf and mow each month...but a weed will always find a way.
