Not if you live in Merseyside you don't! If you use your outside stoptap at the boundary then be very careful - if you break it you will probably end up footing the bill for it's repair.
 
You will have to leave it till tomorow to buy one .As it`s just been on the news Liverpool is in grid lock due to a number of suspicious cars been found parked in various parts of the city.

Seemingly they have tax,insurance and still have there radio`s fitted

1) Turn of outside stop cock - in the street
2) Open cold tap, drain water in pipe
3) Take of old Stopcock
4) Put on new one

If you can't get the old one of just cut the new stopcock in after it.

only put another one after it if you are really stuffed, otherwise you'll get an unwanted pressure drop through the first useless stopcock..
