Safe to oil a stopcock?

The stopcock in my house for the mains water is very stiff, and a wrench is needed to turn this tap on/off.

Is it safe to squirt a little WD40 around the stopcock tap, or could this actually risk causing a leak in the stopcock?

why not turn original off, put in another one downstream, and make the original one redundant?
