If you use fuses instead of MCBs in a CU with an RCD protecting the supply to the fuses then even with a circuit fuse removed shorting the neutral and earth of that circuit will almost always trip the RCU if there is a load on one or more of the circuits that still have their fuses in place.
Fuses and MCBs are the same as regards the proection they provide, the difference is the means and method of disconnection
