Strap-on boss for soil stack

Hi, Does anyone know how I can T off an existing soil stack (plastic) so that I can fit a toilet. I have seen strap-on boses (I think this is what I need??) but these only appear to go upto 50mm not 110mm.
Another question do alterations to the soil stack need to be inspected by someone?

Cut the plastic where you need to and fit a branch, you'll also need a slip coupling. Chamfer the bottom soil pipe, slip on the coupling and tap it down so it is all on the pipe, fit the branch to the top peice of soil pipe, line the pipes up and tap up the slip coupling onto the branch.
