Stripping back brickwork

I'm trying to get rid of the damp musty smell in the cupboard under the stairs of my 1820's cottage. The walls are bare brick that was covered with an artex like coating. I'm stripping back the brickwork with the intention of doing some repointing and then replastering. The artex coating peeled away very easily, but the bricks appear to be covered with several different stabilisers and fillers etc. All of these are at least 40 years old as no treatment has been done since I moved in during the eighties. A lot of these fillers have black spots deeply ingrained in them. I'm not sure if this is mould that formed between the brickwork and the outer coating. I've tried treating it with mould remover, but it does not seem to respond. More importantly, what is the most effective way of removing the various sealers and fillers and getting back to bare brick?

I've never used one but hire a concrete grinder for a day.

Can't see any mold so it's probably just damp.

What's the plan? Chemical damp proofing then lime plaster?
