Stripping Rusty Metal Gate

Hi
I've got a rusty ornate (with fiddly bits) metal gate that needs re-painting.
Which is the easyest or best method to descale?
a) Chip, File and Wire Brush
or
b) Use a Paint Stripper

Also as its metal would car paints be any better than household?

Take it to be dipped...quicker, easier and possibly cheaper.
