Stuck stop valve

Hi

Is it a good idea to force a seized up stop valve, could it be damage? The one under my sink can't be moved and the one on the pavement can't be accessed due to debris down on the tap. The relevant water authority have been informed but they don't seem to bothered about repairing it, saying it could take several months.

Another valve in my front garden works only partially reducing the pressure, I have no idea how to have it repaired as it would involve digging up the front lawn.

Any advice please.

Give it a liberal treatment of WD40/penetrating oil, if need be tie a rag around shaft and soak.
 
Clear out the debris and turn your water off.

You can then repair or replace your inside stoptap.

Better to get it sorted now rather than if you get a leak and will be unable to turn the water off. :(
