From the pic it looks like the chrome cover has a nut in the centre holding it on, underneath should be a nut to remove the plug cock control, which will require easing, if the centre nut is just decorative then you probably need to unscrew the lever to remove the chrome cover.

what spanners do i need to deal with these sort of taps?
I have a few and probably they'll require .

What size adjustable spanner should i keep for basic tap maintenance?

Hard to say really, a few open ended spanners, average size adjustable, pump pliers, footprint, stillson etc.
