Surface water from neighbours garden

my neighbours surface water is draining through a pipe that is fixed through the wall into my garden. Surely this cant be right I am getting all the mud and rubbish that is coming through with it.

have you got some photo's? What diameter is it?

Don't block it till you knwo what it is. Putting a plug in a weep hole of a retaining wall for example would be a pretty stupid idea...

"mud and rubbish" doesn't sound like a weep-hole

The pipe is about 2 inch in diameter I have not got a photo but will get one.
