If a trv won't turn off fully when trying to take a radiator off. And you don't have a plastic cover that you can screw on instead of the trv that will fit .is there anyway around a drain down?

Thanks, why do some trvs not turn off properly? Is it a frost setting?
The frost setting is normally show by a * and the off position by a 0. If the lowest setting is a * the valve will never turn of completely. A decorators' cap (normally supplied with the TRV), or the 5p trick, will do the job. If you have to use a 5p, set the TRV to max before replacing it. Then turn the TRV down slowly until it won't turn any more.
