Is there a way to tell what cartridge you need without taking it out then having t go take the one you have to merchants ?

I need to know as its in a rented property ?
 
Yes, absolutely.

Refer to the invoice, manufacturers user instructions or other paperwork you hold identifying the make and model of the tap in question, contact the manufacturer in person or email and obtain a part number for said replacement.

This approach works best with the better known and well-established manufacturers.

Mine is a cheaper tap I think. Is it easier just to change taps ?
 
If the tap has service valves, then removing the cartridge to get main dimensions - no of splines, spigot diameter etc - isn't too hard.

You will find Screwfix do a range that seem to fit a lot of taps, for little money.

Otherwise, as you suggest, just change the tap.
