f youre going to use it not as a 1 off best to buy good quality then you can rely on it.
The answer to your question. The cutter size should be slightly over the size of the tap washer, if you use the smaller one the washer will obviously not seat correctly, if you use one that is too large then you could cause other damage to the tap. You say you have three cutters, would I be right in saying they are 10.5mm, 13mm and 22mm. if so the the too smaller ones are for sink taps and the larger one is for most bath taps.
