We have a relatively new kitchen mixer tap and the cold tap runs (slightly) in the off position. However, when you move the tap forward slightly (to the just open position) the running water stops. I have tried repositioning the tap head but this simply moves the problem but it is essentially the same problem. Obviously, we can turn the tap off but it is annoying that moving it to the closed position does not shut the water off - you have to do that and then bring it forward slightly to turn the tap off. The hot tap works as expected.
