Taps won't turn off water.

My tap was leaking so I removed tap to change washers. Unfortunately, I forgot to turn off water supply before so I ended up with water all over. However, I managed to fix them. However, now the taps aren't turning off water. Any suggestions about what might have happened?

You have assembled the tap incorrectly, some have a double helix thread to advance the jumper.
