Help appreciated, whenever I try to do Ctrl+alt+del I now get a message

'Task manager has been disabled by Administrator'
I have certainly not made any changes in this area, and can only assume it's been done via automatic updates.
How do I get rid of this annoying message and restore the Task manager?
