Telephone problem with Caller display - ADSL filter related

One was surface mounted and another upstairs on an internal wall (flush mounted), only got a few hundred K ohms when I first tried.

To the OP, as others have suggested try it with the wiring disconnected before you point the finger of blame at the adsl filter.
 
If the dropwire from the outside wall has no loop in it and the hole is not sealed then you also going to get rain water in your socket
