Terraced Housing - Downpipes and Guttering

Does anyone know if this is illegal/legal...

I live in a mid terrace house. Until recently there was one house to the left and two to my right. The guttering is set up so that the water from the left runs into a down pipe on my property, the water from my house runs into a downpie on the property to my right and so on.

However, a new house has now been built next to the property to the left. The builder has failed to put in a downpipe and so I now have the water from the new house and the house to my left coming into my downpipe. In heavy downpours this results in my downpipe being unable to cope with the volume of water and the guttering overflows showing water everywhere. Does anyone know if there is a limit to the number of houses that one downpipe can deal with?

There is a limit to the volume of water per size of guttering and RWP. However, these discharge arrangements would be better answered by a Building Control Officer with up to date knowledge of the regs. and local practice. Call them, they are usually quite helpful.
 
Its not a case of whether the existing drainage has adequate capacity or not, any new development cannot drain into the mains and they cannot lawfully use your own downpipes. Get onto Building Control first.
