Terracotta Tile Efflorescence or something else?

The below photo shows the conservatory floor in an unheated conservatory.

The tiles will clean up okay in the summer, so this mainly happens when it is cold and damp. The floor is about 7 years old and was laid when the conservatory was rebuild.

Is there anyway to prevent this each winter and to keep them clean?

is it efflorescence?

Does it need sealing?

Looks like efflorescence; if it is, and if it's 7 years old, it suggests damp is getting in somewhere.
You need to find and rectify the source of dampness before considering any sealant.
