This is another situation when sound advice is difficult to give, decorating is a finishing trade, something of which is often difficult to achieve. Consequently any advice would be a mere guess.
Would it be possible for you to post a few pics or explain your problem in a little more detail. There are available a number of high build paint systems on the market, but these applications can often be proved to be limited in their covering power.
