The distance needed to render a wall?

Can anyone say what distance is needed by someone in order to enable a wall to be rendered?
The developer that built a wall in our garden, has been asked by the council to render it. He is saying that he needs a distance of one meter between the wall and any trees or plants that are growing, and that this is mandatory (essential).
Has anyone out there managed to render a wall that has less than one meter of free space around it?

There is no mandatory distance but in practical terms you need enough room to move and if the render is above two and a bit meters, or so, you need enough room for a scaffold. There are minimum recommended widths for scaffolds - which is probably what the developer is on about - but these are flexible for one-off jobs.

I think you are refering to the height above the ground of 2 metres?

If you need to go over that height, then you should consider practicality over
safety. A good tool hire company will give you this info for free. Hoping that you will hire the kit from them, obviously.

You can "do" with a duckboard stretched between two sturdy trestles, but be careful that you don't tip it over. Tie it down with rope to each trestle before using it. And have someone around to keep an eye on you - just in case you slip off the board.

He could be refering to the distance he needs between the wall and the greenery so that he can safely erect his working equipment in that area.

there is no mandatory distance, that I am aware of, just common sense being over ruled by red tape.
