The pipe coming off my T&P valve from the hot water tank has water coming out. Is this normal? How can I diagnose if there's an issue?

It's not pouring out but it's a slow trickle of water. I have never noticed this happening before and I'm not sure how long it's been happening.

The water tank is a Joule Cyclone indirect 250l.

If I turn the red part of the valve, it releases hot water as I persume its supposed to. The water trickling out is cold otherwise.

Is this a problem? How can I diagnose what might be happening?

If the water coming out is cold it's far more likely that the prv on the inlet valve is discharging...

Is that likely to be because of an issue or is it expected behaviour?

It's hard to judge but it looks like it might have been running for a while with how wet the floor is.

It's supposed to drip if there's a problem but it does indicate a problem.

If it was the TPRV on the cylinder itself it would be hot water being discharged.

Technically you need a plumber with G3 qualifications, it's an easy job for them
