Reminds me i a small way of a couple of things folks have said.

Someone I know was abroad with her elderly mother and wanted to go on an orginised undersea walk a few metres under sea level with a boat and the air supply supplying the pipe to the customers helmet and a few divers accompanying them trained in such and such and made a comment "And we are FULLY insured!" my reply was "FULLY insured as opposed to ???? what"
Why not just say "we are insured" with the addition of FULLY?

Another one, again abroad, someone had a job as a hairdressers and had a contract but not a "Full Contract" my remark is what is the difference between a contract as opposed to a full contract?

Words with no meaning used to impress?
 
Be it fully insured, the very end, the very last, or null and void, it has been said by non-English students for a long time.

But as far as the smart meter goes, if you have planned around what it is claimed to do, and it fails, then there is a problem, but if you don't use the features, then it does not really matter.

As to standing charge, I asked google.
    • 1930s: Fixed standing-type charges (meter rentals/cover charges) first introduced.
    • 2000: Major suppliers like British Gas briefly abolished standing charges for a time in favour of two-tier unit rates.
