Thermostatic DHW anti-scald mixer valves.

Do these valves (anti scald ) inhibit hotwater flow due to the mixing of both hot and cold?
 
Not really,they work bes on balanced supplies but will work on unbalanced.they contain check valves that always fail so I you have no or limited flow that's a good place to start.
By design if the cold fails no hot will pass so if you hvae restricted cold you'll have poor flow.
Saracen ones are cheap and cheerful but don't last long
compared to valves such as Horne.
 
The non return valves, during their usually short working life, do reduce the pressure going through the valve by a small amount. Some of the water pressure going into the valve is used to force open the spring loaded valves, so if you have, for example, very low hot water pressure, you might lose a significant amount of that pressure to the valve.

The manufacturers instructions normally tell you for what ratio of pressure between hot and cold inlets the thermostatic mixer will work. Typically this is 5:1, or, for example, 5bar cold to 1 bar hot.
 
Sounds good, I have an unvented cylinder. So both should very close to each other in pressure.
