Thermostatic mixer and flow rate

Is it possible to fit a thermostatic mixer on a bath if the flow rates are slightly different?

I dont have a weir cup so used a bucket with litres on the side (crude method I know)

The hot came out at 12 litres per min (0.2 lps)
and the cold 16 litres per min (0.26 lps)

Would this difference cause a problem?

Are your hot and cold from same source ie both mains fed or both tank fed. If so, they'll be at the same pressure and you'll be ok.

Mains cold and gravity hot will mean different pressure and probably problems.

If your hot and cold have the same source, the different flow rates are due to different resistances in the pipes.

BTW, combi boiler will almost certainly be mains hot and cold.
